Ohio Gov. Mike DeWine’s office announced 43 state appointments Friday. Areas include education, health care, economic development, children’s welfare, criminal justice and the arts.

Abygail C. Deemer of Warren was appointed as a student member of the Kent State University Board of Trustees for a term beginning Sept. 27, 2024 and ending May 16, 2026.

Kent State University Board of Trustees

  • Gregory A. White of Concord Township (Lake) has been appointed for a term beginning Sept. 27, 2024 and ending May 16, 2033.
  • Abygail C. Deemer of Warren (Trumbull) has been appointed as a student member for a term beginning Sept. 27, 2024 and ending May 16, 2026.

The Board of Trustees is composed of 11 members who are appointed by the governor, with the advice and consent of the state Senate. Trustees are appointed to nine-year terms, with the exception of student and national trustees. The two student trustees are appointed to a two-year term as nonvoting members.

The Board of Trustees is the governing body of Kent State University. The board is responsible for selecting and appointing the president; setting the operating budget; approving personnel appointments; granting all degrees awarded by the University, (including honorary degrees); establishing tuition and fee rates; approving contracts; and approving all rules, regulations, curriculum changes, new programs and degrees.

Southern State Community College Board of Trustees 

  • Rachel D. Cummings of Seaman (Adams) has been reappointed to the Southern State Community College Board of Trustees for a term beginning Sept. 27, 2024 and ending May 11, 2030.
  • Jeffrey D. Newman of West Union (Adams) has been reappointed to the Southern State Community College Board of Trustees for a term beginning Sept. 27, 2024 and ending May 11, 2030.

The Southern State Board of Trustees has nine members. Trustees are appointed by the governor for six-year terms. The board makes decisions concerning the community college, and selects, appoints and evaluates the president.

Cincinnati State Technical and Community College Board of Trustees

  • Theodore M. Scherpenberg of Cincinnati (Hamilton) has been appointed for a term beginning Sept. 27, 2024 and ending Aug. 31, 2026.
  • Rajbir S. Minhas of Cincinnati (Hamilton) has been reappointed for a term beginning Sept. 27, 2024 and ending Aug. 31, 2030.
  • George H. Vincent of Cincinnati (Hamilton) has been reappointed for a term beginning Sept. 27, 2024 and ending Aug. 31, 2030.
  • Manuel Chavez III of Cincinnati (Hamilton) has been reappointed for a term beginning Sept. 27, 2024 and ending Aug. 31, 2030.

Cincinnati State Technical and Community College Board of Trustees has nine members. Trustees are appointed by the governor for six-year terms. The board is responsible for the college’s financial, physical, and human assets and operations.

University of Cincinnati Board of Trustees

Joseph C. Lampton of Cincinnati (Hamilton) has been appointed as a student member to the University of Cincinnati Board of Trustees for a term beginning Sept. 27, 2024 and ending May 13, 2026.

The University of Cincinnati Board of Trustees is the institution’s governing body. It is composed of 11 members (nine voting members and two nonvoting student members). Trustees are appointed for nine-year terms by the governor, with the exception of student trustees who are appointed to two-year terms.

  • Rita N. A. Mansour of Toledo (Lucas) has been reappointed for a term beginning Sept. 27, 2024 and ending July 1, 2029.
  • Adam C. Shank of Powell (Delaware) has been reappointed for a term beginning Sept. 27, 2024 and ending July 1, 2029.
  • William B. White of Marietta (Washington) has been reappointed for a term beginning Sept. 27, 2024 and ending July 1, 2029.

The board is composed of 15 voting members appointed by the governor and four non-voting members (two each from the Ohio Senate and House of Representatives). Geraldine V. Warner, board chair; Robert Hankins, board secretary.

The Ohio Arts Council supports the development of the arts and assists the preservation of the state’s cultural heritage. The agency provides financial assistance to artists and arts organizations with funding from the Ohio Legislature and the National Endowment for the Arts. Ohio Holocaust and Genocide Memorial and Education Commission

  • Robin E. Judd of Bexley (Franklin) has been reappointed for a term beginning Oct. 15, 2024 and ending Oct. 14, 2027.

  • Mark Swaim-Fox of Cleveland Heights (Cuyahoga) has been reappointed for a term beginning Sept. 27, 2024, and ending June 29, 2027.
  • Bradley G. Beach of North Canton (Stark) has been reappointed for a term beginning Sept. 27, 2024 and ending July 20, 2027.

The Ohio Holocaust and Genocide Memorial and Education Commission consists of 15 members appointed by the governor for three-year terms. Eight are appointed by the governor with the advice and consent of the Senate. The commission also includes two members from Ohio House of Representatives, two members from the Ohio Senate and three nonvoting ex officio members. The commission gathers and disseminates Holocaust and genocide educational resources and promotes awareness of issues relating to the Holocaust and genocide while advising state government officials on relevant issues. Mark Swaim-Fox, chair; Anne Lukas, vice chair; Brad Beach, treasurer; Sarah Weiss, secretary.

Broadcast Educational Media Commission

ZUCKER

Meira F. Zucker of Sylvania (Lucas) has been reappointed for a term beginning Sept. 27, 2024 and ending June 30, 2028.

The Broadcast Educational Media Commission is responsible for the state’s educational broadcasting services, including educational television and radio and radio-reading services. The commission consists of 15 members, 11 of whom are voting members. Nine are required to be drawn from citizens in the state who have an interest in educational broadcast media. Terms are four years.

Martha Kinney Cooper Ohioana Library Association Board of Trustees

Brian M. Perera of Upper Arlington (Franklin) has been reappointed for a term beginning Sept. 27, 2024 and ending Sep. 15, 2028.

The Ohioana Library collects, preserves and promotes the written work of Ohio’s writers, artists and musicians. The collection includes approximately 75,000 items. Children’s Trust Fund Board

  • Melinda S. Haggerty of Upper Arlington (Franklin) has been reappointed for a term beginning Sept. 16, 2024 and ending July 2, 2027.
  • Samantha Shafer of Lancaster (Fairfield) has been reappointed for a term beginning Sept. 16, 2024 and ending July 2, 2027.

The Children’s Trust Fund was established in 1984 for the prevention of child abuse and neglect in the state of Ohio. The agency’s board has 15 members. Terms are three years. The board includes directors of mental health and addiction services, health, and children and youth; eight public members appointed by the governor; two members from the state House and two members from the state Senate.   • Wayne R. Wauligman of Cincinnati (Hamilton Co.) has been appointed for a term beginning Aug. 23, 2024 and ending April 6, 2027.
  • Cathy L. Graves of Mason (Warren) has been appointed for a term beginning Aug. 23, 2024 and ending April 6, 2028.

The State Dental Board seeks to protect the oral health of Ohioans and promotes access to care. Areas include legislation, licensure, education, and enforcement of laws and rules. The board consists of 13 members appointed by the governor, with the advice and consent of the Senate. State Teachers Retirement System

Jonathan A. Allison of Columbus (Franklin) has been appointed for a term beginning Sept. 28, 2024 and ending Sept. 27, 2028.

The State Teachers Retirement System of Ohio represents active, inactive and retired Ohio public educators. STRS Ohio is governed by a Retirement Board consisting of five elected contributing teachers, two elected retired teachers, an investment expert appointed by the governor, an investment expert appointed jointly by the speaker of the House and the Senate president, an investment expert designated by the treasurer of state, and the director of the Department of Education and Workforce or their designated investment expert.   • Debra K. Radecky of Hudson (Summit) has been reappointed for a term beginning Sept. 27, 2024 and ending May 27, 2027.

Board of Executives of Long-Term Services and Supports (BELTSS). Board members are appointed by the governor for three-year terms. BELTSS develops and enforces standards for nursing home administrators; formulates appropriate examinations; and issues, revokes and suspends licenses. The board investigates complaints; evaluates and approves continuing education courses to meet license renewal requirements; controls an ongoing trainee program for prospective nursing home administrators and maintains a register of all licensed nursing home administrators and trainees. Counselor, Social Worker, and Marriage and Family Therapist Board

Karl H. Schneider of Columbus (Franklin) has been reappointed for a term beginning Oct. 14, 2024 and ending Oct. 13, 2028.

The Ohio Board of Building Appeals consists of five board members appointed by the governor, with the consent of the Senate. Terms are five years. The board consists of an attorney, architect, engineer, fire service and plumber/pipe fitter.

Reclamation Commission

  • Sue H. Farley of Glouster (Athens) has been appointed for a term beginning Sept. 27, 2024 and ending June 28, 2029.
  • Edward C. Spiker of Columbus (Franklin) has been reappointed for a term beginning Sept. 27, 2024 and ending June 28, 2029.

The Reclamation Commission provides an administrative appeal to “any person claiming to be adversely affected by a decision of the Chief of the Division of Mineral Resources Management.” The commission consists of seven members appointed by the governor with the advice and consent of the state Senate. No more than four members can belong to the same political party. Terms are five years. Board composition: one member representing coal mine operators; one member representing the public; one member learned in modern forestry practices; one member learned in agronomy; one member experienced in earth grading/civil engineering; and two members representing farmers.
